docs: correct web-app description to match actual tool + lead with client-side privacy

Prior line said 'enter city and state and it auto-fills' — inaccurate. The tool
takes state + agency + your contact info and auto-applies the correct state legal
citations/deadlines. Also surfaced the privacy guarantee (runs entirely client-side).
